The Horse Council is a 1901 non-profit association uniting all active participants of the region’s horse industry and is the only association recognised by local organisations and public authorities as the official representative of the industry.

On July 12, 2005, the Interministerial Committee for Land Use and Development (CIADT) selected the region of Lower Normandy to be a Competitiveness Cluster of the industry (pôle de compétitivité), allowing France to hold onto the leading position in the horse industry worldwide.
